Who Is Controlling Our Healthcare?
What is the Health Profession Regulators of Ontario (HPRO) or the Federation of Health Regulatory Colleges (FHRCO)?


The Federation of Health Regulatory Colleges (FHRCO) exists to foster health regulatory collaboration in Ontario, and its members the 26 colleges that regulate 29 distinct health professions. It was founded in 1992.

Based on the website of HPRO described the duties of the healthcare regulators but did not disclose if HPRO or FHRCO is under the supervision of the Ontario Ministry of Health.



Health Profession Regulators of Ontario (HPRO) is the same organization as the Federation of Health Regulatory Colleges of Ontario (FHRCO). The HPRO website, accessible to the public, does not provide the organizational profile of FHRCO but provides information and links regarding member colleges.


FHRCO or HPRO greatly influences the Health Regulatory Colleges of Ontario. If this is true, It is concerning that a single organization can influence the 26 Health Regulatory Colleges in Ontario on their policy making.


To HPRO or FHRCO Kindly address the following questions.


Questions regarding the operation of HPRO or FHRCO

1. Is the HPRO or FHRCO funded by the Provincial Government? Yes or No?


If Yes, does it come from the Ministry of Health?


If No, does it come from Private Corporation?




There is no stipulation in the Regulated Health Professions Act that Colleges or Regulators should be a member of HPRO or FHRCO.


2. Who are the officials of HPRO or FHRCO? How are they selected?


3. What part of the Regulated Health Professions Act, 1991 (RHPA) provides authority for FHRCO to influence and participate in the administrative and policy-making functions of Health Regulatory Colleges?


4. What is the role of HPRO or FHRCO in Health Regulatory Colleges?


5. If it is not in RHPA, Why is the federation directly participates in the policy-making of the regulatory organizations if it is not mandated by the Regulated Health Professions Act, 1991 (RHPA)?


6. If it is not in RHPA, Why do officials of Health Regulatory Colleges join FHRCO if it is not mandated in the Regulated Health Professions Act, 1991 (RHPA)?


Involvement of HPRO or FHRCO in alleged corruption in Healthcare regulation:

On July 16th, 2016, Ms. Shenda Tanchak, current CEO/Registrar of Ontario College of Pharmacists and former President of FHRCO, was mentioned in the letter. This letter indicated that FHRCO advances Corporate Interests in Health Regulatory Colleges in Ontario.




Ms. Shenda Tanchak is a Lawyer, not a Pharmacist, nor a member of any Health Care Profession in Ontario. She is the Primary Consultant of Magnetic North, whichprovides consulting services to Health Regulatory Colleges. The services she offered are listed in the image below.





7. How can the PUBLIC trust the policies made by HEALTH REGULATORS that it is free from conflict of interest if a private organization directly influences the regulators?


HEALTH REGULATORS are mandated to protect PUBLIC INTERESTS and

SAFETY, not to ADVANCE BUSINESS INTERESTS
